POLICIES:
Library Cards:
A library card is required to borrow materials. It must be presented to
the clerk at the time items are checked out. Anyone, 5 or older, may obtain
a card after identification and completion of a registration card. Everyone
under 14 years of age must have their registration card signed by a parent.
Lost adult cards will be replaced for a $2.00 fee, lost juvenile cards
for a $1.00 fee.
Renewals:
Items may be renewed by phone, in person, or on the Internet provided they are not overdue
and have not been placed on reserve. You should have the item with you when
renewing. All materials, except magazines, may be renewed.
Loan Period:
New fiction, records, magazines, audiocassettes and compact disks are loaned
for 14 days. Nonfiction, older fiction, and juvenile items are loaned for
28 days. Art prints are loaned for 60 days. Video cassettes and civil service
test books are loaned for 7 days. Current issues of magazines and reference
materials do not circulate.
Reserves:
Circulating items, with the exception of magazines, may be placed on reserve
at the circulation desk by filling out a reserve card or through the Internet.
When the item is returned, you will be notified by phone. Items will
be held for 48 hours after notification.
Interlibrary Loan (ILL):
Books, films, periodical articles, and recordings may be borrowed from
the North County Library System (NCLS) or its member libraries. An interlibrary
loan form must be filled out to request an item. Interlibrary loan requests
take a minimum of two weeks to fill, about 60% are filled within four weeks.
If you wish us to attempt to obtain an item outside the NCLS service area,
you may have to reimburse us for our shipping costs for the item and/or
a charge from the library sending the item to us. Please indicate on the
form whether you will accept charges if required and at what level. Items
WILL NOT be requested from libraries outside the system unless you agree
to accept charges which might result.
Fines:
Adult items carry a fine of 15 cents per item per day with a maximum of
$4.00 per item ($1.00 for uncataloged paperbacks) or the price of the item,
whichever is less. Video cassettes carry a fine of $2.00 per item per day
with a maximum of $14.00.
Children's books and other items carry a fine of $.03 cents per item
per day with a maximum of $1.00 per item.
Unpaid fines are automatically attached to the borrower's record. Notices
are not sent for accrued fines and staff are not required to advise patrons
of accrued fines. However, accrued fines in excess of $5.00 will cause
a stop to be placed on the borrower's card and items will not be loaned
until accrued fines are below $5.00. Patrons may inquire, at any time,
as to the status of fines attached to their card.
Overdue Notices:
The library sends an initial overdue notice approximately two weeks after
an item is due, a second notice (which is a bill) is sent about 4 weeks
after an item is due. Only two notices are sent. The cost of postage for
mailing overdue notices will be added to the borrower's fine for overdue
materials.
Lost/Damaged Fees:
All lost materials will be charged as follows: Cataloged items are charged
at replacement cost + processing charge, uncataloged paperbacks charged
at $3.00 + processing, magazines and pamphlets charged at $3.00 or cost
whichever is more.
The processing fee is $2.00 for cataloged items, $1.00 for uncataloged
items including pamphlets.
Damaged materials will be charged at cost of repair. Damage resulting
from fair wear and tear will not result in charges. Please advise library
staff whenever you find damaged materials.
Unpaid fines and/or fees and charges in excess of $5.00 will result
in the suspension of borrowing privileges until such time as fines/fees
are paid.
BORROWERS ARE RESPONSIBLE FOR ALL USE MADE OF THEIR LIBRARY CARD.
SPECIAL COLLECTIONS:
CURTIS COLLECTION:
Civil War papers, books and photographs owned by General Newton Martin
Curtis, hero of the Battle of Fort Fisher. Contains records of the 16th
NYS Volunteers and the 142nd NYS Volunteers.
HASBROUCK COLLECTION:
Personal and business correspondence of Louis Hasbrouck, a lawyer who practiced
in Ogdensburg in the early to mid-1800's. Additional Hasbrouck material
is in the White Collection.
MAYOR WESTBROOK PAPERS:
Documents the building of the new City Hall and the separation of Ogdensburg
from the Town of Oswegatchie.
WHITE COLLECTION:
Business correspondence and land records of Louis Hasbrouck, a lawyer who
practiced in the early to mid-1800's in Ogdensburg, NY. Records about land
include the areas of Canton, Pierrepont, Russell and Lisbon. Land holders
include Stephen Van Rensselaer, William H. Harison and his brother, Richard
Harison.
OTHER COLLECTIONS:
Preston King Papers: Personal and business correspondence of Preston King
(1806-1865), member of Congress and a prominent Ogdensburg politician.
Mahoney Memorial Engineering Collection: Ongoing (since 1988) aquisition
of books and periodicals related to engineering; particularly civil , automotive,
marine, and electrical engineering.
Battle of the Windmill Lithograph: Artist Salathiel Ellis' drawing depicting
the battle, across the St. Lawrence River from Ogdensburg, during the Patriot
War in Canada.
Jamison Picture Collection: Includes glass plate negatives and photographs
of Ogdensburg taken in the 1880's and 1890's.
Frank Bateman Picture Collection: Various pictures of Ogdensburg between
1880 and the early 1900's.
Dow Glass Negatives: Pictures taken of Ogdensburg 1897-1901.
Spratt Letterbooks: Records of a local law firm from the late 1800's
and early 1900's.
