Element 1
Resource Sharing
- 5.2 Cooperative Collection Development
The Network will continue to assist in cooperative collection development among the Network’s academic libraries through participation in the CCDA grants program. Existing academic library collections and resources will be strengthened and more materials will be available for resource-sharing through the Network’s coordination of the CCDA program. Libraries receiving coordinated collection development funds will report statistics describing the size of the collections, the format(s) of the materials bought and the overall increase in collection size for the subject area designated for collection. 5.3 Resource Sharing
- Delivery
Timely delivery of materials will continue to be encouraged and strengthened through the Northern New York Library Network’s support of databases and electronic delivery systems. At least ten libraries will continue to transmit ILL materials over the Ariel network.
More than 250 libraries will benefit from the electronic delivery of articles and other documents available through the databases purchased by the Network.
Annual statistics will be collected and reviewed concerning Ariel and database usage. X X X X X
5.4 Resource Sharing
- Interlibrary Loan
Users of interlibrary loan services will receive prompt and satisfactory fulfillment of their requests through Network resources. A minimum of 50,000 ILL requests for will be made annually by libraries of all kinds using the ICICILL resource sharing system.
All libraries in the region will have access to the FirstSearch/WorldCat database, which will make interlibrary loan information available for all regional libraries.
Interlibrary loan access to medical/health sciences collections will be continued through Network participation in the Medical Information Subsidy Program (MISP).
Interlibrary loan statistics will continue to be collected and reviewed for all ILL services. X X X X X

Researchers, students, teachers and the general public will have enhanced access to local resources as the result of Network support of ICEPAC. There will be a minimum monthly overage of 3500 ICEPAC user sessions. Prison populations will have access to local records through the production of an offline version of ICEPAC. Hits (uses) of ICEPAC are automatically counted and reported. This data will be tracked and analyzed. X X X X X
Technology Services
- 5.8 Union List of Serials
Researchers, students, teachers and the general public will have enhanced access to local resources as the result of Network contributions to OCLC’s serials holdings. Users will have online access to current serials information through use of resources such as ICEPAC and WorldCat. Hits (uses) of ICEPAC and WorldCat are automatically counted and reported. This data will be tracked and analyzed. Numbers of records entered, and names of participating libraries are recorded annually. X X X X X

Researchers, students, teachers and the general public will have enhanced access to regional historic resources as the result of Network activities. Unique collections of regional significance such as historical newspapers will be converted to digital format and made available online. Network members will receive assistance with conversion plans and in the digitization of regional resources. Hits (uses) of Northern New York Historical Newspapers and North Country Digital History are automatically counted and reported. This data will be tracked and analyzed. X X X X X

Element 3: Special client groups
- 5.11 Hospital Library Services
The Network will provide an effective means for health-care providers to access up-to-date information in a timely manner. The Network will continue its North Country Circuit Rider Program.
Circuit Rider services to hospitals will expand to meet client needs, especially as those needs relate to delivery of full text medical information.
Circuit Rider programs compile annual statistics on interlibrary loan, visits made and information requests received. This data will be tracked and analyzed. X X X X X
Special Client Groups
- 5.12 Other Historical Records / Documentary Heritage Program
Effective historical and archives records management activities will be supported and encouraged throughout the region by the NNYLN. A range of archival services will be delivered through collaboration between the Network and the NYS Archive’s Documentary Heritage Program, including on-site technical assistance, regional roundtables, publications, and specialized workshops. The Network surveys DHP participants to determine satisfaction and usefulness of services. Survey results will be tracked and analyzed. X X X X X
Element 4
- 5.13 Continuing Education and Training
Library personnel will improve their professional skills and effectiveness through an ongoing program of continuing education provided by the Network. Network members will have the opportunity attend a minimum of 30 workshops and seminars.
The Network will provide training in the use of all of its products and services, including ICEPAC, ICICILL, North Country Digital History, and subsidized databases.
A continuing education needs assessment performed biennially will help to target workshop/seminar topics.
Staff of member libraries will have the opportunity to attend out-of-region education events through the assistance of the Network’s Professional Development Program.
Statistics will be kept concerning the number of workshops conducted and persons attending. Workshop participants will continue to provide evaluations concerning the quality and effectiveness of Network offerings. Evaluation results are tracked and analyzed. X X X X X
Element 5
- 5.14 Consulting and Technical Assistance Services
Member libraries will receive timely and accurate technical assistance on a broad range of topics from the Network. Network staff will provide prompt technical support for all services provided by the Network through a variety of methods, including email, telephone, and site visits. Statistics will be gathered concerning on-site visits, customized training, and other support provided to member libraries. These statistics will be tracked and analyzed. X X X X X

Element 6
- 5.15 Coordinated Services
Existing library resources and services will be strengthened through the Network’s promotion, encouragement, and coordination of cooperative activities. Libraries in the region will obtain discounts for collaborative library related services such as database purchase and assessment programs. Graduate MLS distance education will be supported locally through Network partnership with NYS Library. Statistics will be counted for cooperative purchase and assessment programs. These statistics will be tracked and analyzed. The Network will work with the New York State Library in implementing an effective evaluation of the graduate MLS distance education project. X X X X X
Element 7
- 5.16 Awareness and Advocacy
The Network will assist member libraries in promoting public awareness and support concerning library activities and services, and will increase awareness and support of itself and its services. Member libraries will develop public relations skills designed to improve the perceived value of their libraries. Member libraries will be surveyed concerning the effectiveness of those public relations activities developed through Network assistance. Survey results will be tracked and analyzed. X X X X X
Element 8
- 5.17 Communications Among Member Libraries and Library Systems
Member libraries will be kept informed of regional activities, programs and services through an effective communications program provided by the Network. Member libraries and systems will have access to ongoing communications methods such as electronic discussion lists, newsletters, directories, course catalogs, flyers, emails, etc. Statistics will be gathered and tracked concerning the number of member contacts that occur. Element 9
- 5.18 Cooperative Efforts With Other Library Systems
The Network will assist in cooperative efforts with other library systems. ICICILL will sustain regional resource sharing.
Education and public awareness programs carried out in partnership with other systems will continue.
Participation in the NY 3Rs Association will result advances in assessment, training and database purchases.
ICICILL contributions will remain current through cooperation with other libraries and library systems. X X X X X
